The uncooled tower is almost certainly your problem, though you should measure and see that the temp in your fridge is actually in the zone. You probably want to insulate the tower a bit more but as far as options (blowers, glycol, etc) mmsccott will better know what to do. The problem is, providing the fridge itself isn't too warm, the cold beer hits the warmth of the tower and all the CO2 comes out of solution.

Lest you think I'm some sort of draft specialist I've picked all this up from having a kegerator a short while and reading this forum!
