yeah, if you're talking about bottling and selling, you'll have to contact whomever your state uses to regulate. For instance, I live in Missouri, and Google'd 'missouri state alcohol' (not in quotes) and the first hit was the Missouri Division of Alcohol and Tobacco Control.
